Public televisions have the mission to promote debate around public-interest topics. Twitter is the social metamedia choose by TV programs to fulfil this task online. For that reason, this research questions the capability of public televisions to generate an effective debate, in users and duration, through Twitter and the relation between audience and social audience. We apply a quantitative methodology that employs our own capture and treatment technique to examine the activity generated by the hashtags proposed by 6 TV programs of the channels BBC One, TV3 and La 1. The main result shows that these programs fail in its mission to generate a public debate in Twitter. The discussion stays around a recurrent group of users that control the debate flow around their comments. At last, we can discard the audience as a predictive factor of the social audience.
